Abstract

Targeting and monitoring the results of the activities in public sector organizations is more complicated and complex than in the private sector, because the expectations for the effectiveness of activities are broader in society. In addition, the impact of activities on the achievement of goals is only partially, indirectly or not directly measurable, and due to the abundance of activities, the number of goals is wide. Therefore, it is necessary to support the process management process digitally to make it more transparent and less resource intensive. This master's thesis and its results are aimed at public sector organizations whose goal is to find suitable software to support the performance management process and its implementation. The organization under analysis is Estonian Business and Innovation Agency, the largest governmental institution promoting entrepreneurship in Estonia. The purpose of this master thesis is to provide recommendations for the selection of software supporting performance management and for further steps for the introduction and implementation of the software. For this purpose, performance management theory, including prerequisites for successful implementation and possible failures in scientific literature is analyzed, the requirements for performance management software are gathered based on theory and semi-structured interviews within the organization, similar profiled institutions are analyzed, and an assessment of the requirements is carried out to provide recommendations for the selection of the most suitable software.
