This review will focus on the rising dropout rates at the basic level of education in Estonia. Over the last 5 years approximately 1,300 young people annually interrupted their studies in basic school, with a cumulative impact. It is estimated that more than 20,000 (17-25 age group) Estonians without a secondary education did not continue their studies in 2001.et
